Activity 1: Update Comprehensive Statewide, B-5 Needs Assessment

There are three major components of Activity 1.

Updated Needs Assessment

The State of Nevada 2019 Needs Assessment, Preschool Development Grant B-5 was completed during the PDG B-5 Planning Grant. This 2019 needs assessment was published just a few months prior to the onset of the COVID-19 pandemic and many needs have and continue to drastically shift. The current renewal grant will update this needs assessment using tools that have since been developed, such as the Comprehensive List of Early Childhood Needs Assessments in Nevada.

In addition to assessing needs resulting from the pandemic, there are persistent issues that continue to challenge Nevada, including the lack of an integrated data system that can determine unduplicated numbers of children being served (and other data indicators), limited capacity to increase access to ECCE programs and child care deserts, limited supports in rural areas, low-quality playground equipment, licensing restrictions on in-home care or older rural facilities that limit expansion of programs and sufficient supports available to the full ECCE workforce.

Continued Look Studies

Nevada will implement ongoing Continued Look Studies to investigate areas of high impact for vulnerable children and families throughout the three-year grant cycle. These findings will inform design and implementation efforts for Workforce, Quality Supports, and Subgrants to Programs, revealing a more complete understanding of where to focus our efforts as we implement the proposed projects of the PDG B-5. Many of these continued look areas are connected to existing projects throughout the state. Areas of study include:

Nevada Pathway to Universal Pre-K

Nevada has long sought increasing capacity to reduce its childcare deserts. The work of the PDG B-5 Renewal Grant will fund the development of a Nevada-specific, voluntary Universal Pre-k (UPK) plan, with steps and phases that define target numbers and move our state along a trajectory that leads to sustainably increasing access to preschool.

Activity 2: Update the Statewide B-5 Strategic Plan

There are several components related to strategic planning for early childhood in Nevada, all directly linked to the needs and information gathered in Activity 1, and the work of the Early Childhood Advisory Council. The grant will leverage opportunity to continue to reimagine its future alongside ECCE systems partners by implementing the existing NECAC 2022-2024 strategic plan. This activity includes two new positions to support the work of the ECAC.

ECAC Work Plan Alignment

The work of the NECAC, like the PDG-R, is grounded in authentic partnerships, and responsive, two-way communication that leads our path forward. For these reasons, the PDG-R will continue to adopt the 2022-2024 SP as its current B-5 plan and support the five NECAC subcommittees in developing workplan strategies to meet the goals of existing plan.

OnStrategy: ECAC Strategic Plan

The new positions of the PDG B-5 grant will work to refresh the ECAC's use of the OnStrategy system to track goals and measure progress, providing support to subcommittees and the ECAC.

Local ECAC mini-grants

Funding will provide continued opportunities to eight Local ECACs, who will be eligible to receive renewed mini-grants to build upon work they began with federal relief dollars.

ECAC Strategic Plan 2025-2027

NDE and ECAC will facilitate, develop, and update the 2025-2027 plan during Year 2 of the PDG B-5 implementation.

Activity 3: Maximize Parent and Family Engagement in the B-5 System

With children and families at the heart of our vision, one of our guiding values places a special emphasis on authentic family engagement in a system that values and respects parents and families as their child’s first and most important teacher. We emphasize an asset-based approach that celebrates diversity and difference, honors families’ knowledge and experiences, and builds upon the differing abilities and linguistic and cultural strengths of children. Activity 3 includes a variety of family engagement supports to bring family experiences and leadership to the forefront.

Family Engagement Framework and Toolkits

Overview:

The PDG B-5 Renewal Grant embedded foundational elements of family engagement. Centered on access, parent voice and choice, and partnership with families throughout all activities and toolkit updates. A Family Engagement Framework Update Committee, composed of professionals, community organizations, and schools, informed the update in 2024, with the final guide completed in summer 2025.

2022 Proposed Program:

In 2021, NDE published its Nevada Family Engagement Framework Birth through Grade 12, which highlights critical mindsets and practices to promote the strategies of the Dual Capacity-Building Framework for Family-School Partnerships Version 2, which focus on establishing the building blocks essential for family engagement that empower parent voice and choice, are centered on access, and are done in fellowship with families, not to them. The PDG B-5 Renewal Grant will focus on establishing these building blocks within each step of the proposed activities, update the toolkits with a specific focus on early childhood, and seek to invite and include parent voice to inform decisions. NDE will explicitly seek to build trusting relationships with families by focusing on mutual respect, integrity, assumed competence, and personal regard.

We will partner with and strengthen two existing parent leadership groups: Nevada Early Childhood Family Leadership Council (NECFLC) and the Child Advocacy Program. These initiatives are nested within the HRSA ECCS and PCI, respectively, and are closely aligned with PDG B-5 work.

These parent-led leadership groups (and others yet-to-be-identified) will inform decision making of grant projects and provide input regarding the development of proposed activities.

Overview:

First Five Nevada includes information families of children 0-5 years need to access about quality programming and availability, child care and subsidy, related services such as housing, employment, inclusive services (such as IDEA programs), nutrition and health, employment services and income supports. It will be available multiple languages and serve as the foundation for a common eligibility system on the back end, so families can visit fewer websites as they seek care or services.

2022 Proposed Program:

The grant will expand the scope of the existing one-stop-shop website to maximize family choice and knowledge about the B-5 system, including additional features aimed toward increasing family access to programs and services. PDG B-5 Planning Grant funding laid the groundwork for a consumer education website that increases parent choice and knowledge about programs in a linguistically and culturally responsive manner and connects families to many other statewide programs and services. The Division of Welfare and Supportive Services and The Children's Cabinet have since developed the new hub as the state's website for its Child Care Resource and Referral System and are critical partners in this work.

Seamless Transition to Kindergarten

The PDG B-5 Renewal Grant will fund several elements that aim to empower families with young children to engage in the B-3rd early learning continuum and provide a more seamless transition to school entry. Families are often left to navigate the intersection of complicated 0-5 and K-3systems with little support. NDE will expand the scope of assistance it currently receives from EducationCounsel to include an additional focus on strengthening state-level systems infrastructure necessary for seamless school entry, particularly emphasizing the critical practices, policies, and relationships of interagency, state-level coordination required for successful transition to kindergarten planning.

Ongoing work within NDE currently focuses on improvements to the K-3^rd sector that promote critical mindset shifts that facilitate the transition to kindergarten. These critical mindsets are essential for successful seamless transitions within the early learning continuum.

Transition to Kindergarten Local Education Agency (LEA) Supports

Through PDG B-5 Renewal Grant funding we will scale the transition to kindergarten program by providing direct technical assistance (TA) to local education agencies (LEAs) and funding for incentives. This work will also provide the opportunity for school districts to receive more direct support in planning and implementing their own transition to kindergarten plans at selected schools, based on district administrator preparedness and collaboration.

Bilingual Family Literacy Program for Dual Language Preschoolers

NDE will contract with UNLV’s Early Childhood, Multilingual, and Special Education Department in the College of Education to operationalize a family literacy project for implementation in geographic areas with more dual and multilingual children, as identified in the PDG B-5 Renewal Grant needs assessment.

Family-Led Group Mentorship & Networking

The Continued Look Studies will identify and highlight additional parent/family groups who may want to share their best practices happening across the state. The PDG B-5 will provide family engagement mentorship opportunities for grassroots parent-led initiatives who are interested in sharing their experiences with other family-led groups, providing scholarships to groups who are ready to expand their leadership and their reach by applying for support through a unique competitive funding opportunity. This creates the potential to empower families to share their experiences, including increased networking for parents of young children with or at-risk of a disability and/or participate in IDEA programs, allowing them to network, answer questions, and learn from each other and systems resources.

Activity 4: Support the B-5 Workforce & Disseminate Best Practices

Projects in this activity directly support the early childhood workforce through a variety of strategies connected to the new, statewide Nevada Early Care and Education Workforce Framework (June 2023). This framework lays the foundations to implement strategies that have been designed to improve Compensation and Financial Incentives, Professional Pathways, Working Conditions and Supports, and Early Child Care and Education Data. Many of these projects will be studied during Continued Look Studies of the Needs Assessment described in Activity 1 tab. In addition, a new Early Childhood Workforce Technical Assistance Specialist was hired to support this area.

Compensation & Financial Incentives

Nevada will continue to learn about ECCE Recruitment and Retention and develop/implement new strategies based on what is learned. Additionally, the compensation model developed by NevAEYC will be again used to distribute funds directly to the workforce who serve priority populations defined by the grant.

Professional Pathways

Nevada has many professional development (PD) programs and pathways available, however new and incumbent workforce members experience challenges in understanding which program pathway to take, determining a specialty area, finding a mentor, and understanding the system.

This grant project funds four specific programs related to strengthening professional pathways. (More details coming soon)

Working Conditions and Supports

Improved working conditions and supports include the development of a statewide ECCE Professionals Wellness Guide that will be available to all care providers in the system, including strategies that have been successful amongst colleagues and ideas to support staff. Wellness Grants will also be available for providers to apply and receive support in implementing their own take on strategies from the new guide.

Activity 5: Support Program Quality Improvement

Access to high-quality programs in early childhood is essential to improved outcomes in all developmental domains. Through this activity, the PDG B-5 will expand Quality Rating Improvement System (QRIS) supports across the state, continuing the robust implementation of the Reimagined QRIS system. Other strategies include Birth-3rd Grade supports and specialized professional development for priority populations such as inclusive practices and effective strategies for multilingual learners.

P-3 Leadership Academy

Overview:

10-month certificate program through National P-3 Center. The course is designed to equip early learning leaders with the skills to improve educational outcomes for young learners from preschool through third grade. It provides a deep understanding of child development and school leadership, while also offering Nevada-specific monthly discussions and networking opportunities to apply learning to Nevada specific context.

Nevada has prioritized PDG B-5 Renewal Grant funding for monetary supports for providers who dedicate their time and expertise to quality improvement activities such as: P-3 cohort participation, DAP Kindergarten cohort efforts, recognition of achievements in Environment Rating Scale observation and assessment scores, etc.

P-3 Leadership Summer Retreat

Overview:

The 2.5-day summer retreat brought together district and school administrators with teachers to learn about the state's Pre-K through 3rd-grade work. Attendees explored how to integrate playful learning and other developmentally appropriate practices into the classroom and discussed ways to effectively evaluate teachers who utilize these methods.

The site is organized around the eight core buckets of the National P-3 Center framework, with the goal of helping to create and implement a seamless Pre-K through 3rd-grade continuum.

Thirty-six scholarships provided for Nevada residents, with a preference for rural or tribal district educators.

Roll-Out of Revised Nevada Pre-Kindergarten Standards & Infant Toddler Guidelines

NDE is currently revising its Pre-K Standards and Infant Toddler Guidelines based on PDG B-5 Planning Grant alignment work and recommendations. PDG B-5 Renewal Grant funds will be used to support the roll out of the revised standards, including printing, a potential mobile app, a communication plan, and teacher training on these newly updated standards.

QRIS Supports

2022 Proposed Program:

As state NR!PK seats expand through grant funding and pilot seats for special populations launch (Activity 6), Nevada will provide quality supports for this expansion across a mixed delivery system.

All expanded seats for children will be supported to meet the established rigors of our QRIS. Expansion through grant funds will allow for two additional full time QRIS coaches and an additional full-time Environment Rating Scale assessors. These new positions within our QRIS will support the continued quality improvement of child care centers, LEA classrooms and family child care programs.

Specialized Professional Development for Serving Priority Populations

While thoughtful consideration is given to our statewide coaching model, gaps exist in the direct professional development opportunities for our workforce. Considering the findings of the needs assessment, we will prioritize creating professional development opportunities that are more culturally and linguistically responsive to our workforce, including needs, such as ECCE inclusive special education supports, language support, trauma informed care, and culturally appropriate pedagogy.

Nevada's Early Learning Continuum, Birth through 3rd Grade

Activity 6: Subgrants to Programs

Three options for subgrants were available as part of the funding opportunity announcement, including (A) the potential to award subgrants directly to existing programs to expand access in local communities and programs; (B) to developing new ECCE programs for underserved populations; and (C) to improving quality of existing programs.

Supports for Children Experiencing Homelessness

Overview:

Nevada COMPASS, a mobile APP to support Nevada Families experiencing homelessness with a focus on education and the implementation of the McKinney-Vento Homeless Education program. 2022 Proposed Program:

Nevada will form a Statewide Coalition for Children Experiencing Homelessness. There are already many knowledgeable and passionate state and community leaders and organizations who dedicate their time to serving and supporting young children and families experiencing homelessness. This subgrant will work to coordinate a coalition that gathers to share ongoing strategies and new ideas through networking and investigation of existing practices. For example, Sunrise Children’s Foundation is currently piloting the SchoolHouse Connection referral app which can be expanded statewide, and UNR is currently analyzing data on for two sites across the state.

This subgrant will also provide funds for up to 35 infant/toddler seats at $20,000 per year, per seat that will be maintained and available for children experiencing homelessness (regardless of daily attendance or long-term enrollment) as their parents search for work or other situational needs. These seats will be available for Early Head Start programs who already focus on expanding access to this type of care and have experience and expertise in creating the high-quality conditions and supports necessary for these care and learning environments.

State Pre-K in Family Child Care

Overview:

The State Pre-K in Family Child Care Pilot program is intended to expand capacity and access to quality care and learning settings across the mixed delivery system. This includes funding and support for 25-50 seats for children and families to participate in State Funded Pre-K in the home based setting.

The NR!PK Professional Development Program will be offered to up to 50 teachers and directors in northern Nevada and has been selected due to its successful implementation in Southern Nevada. Expansion of NR!PK internal coaching program with Cooperative Extension to northern Nevada sites.

This subgrant will focus on expanding the Nevada READY! Pre-K Professional Development program to center-based child care programs throughout the state. (Currently this opportunity is only available in Southern Nevada.) The expansion of this program to Northern Nevada NR!PK sites is essential for aligning the quality supports statewide. The professional development for NR!PK teachers and directors will include training and coaching, monthly professional development days focused on evidence-based practices from the Pyramid Model for Social-Emotional Development, intentional teaching, teacher wellness and reflect best practices. The NR!PK Professional Development Program will be offered to up to 50 teachers and directors in Northern Nevada. Successful coaching programs will also be reimagined to support those serving young children through the NR!PK expanded eligibility and family child care pilot seats. The program will inform continued development of existing statewide supports for the QRIS coaching model.

Student Success Plans

Overview:

An informal tool designed to compliment the IEP. The plan is an easy to fill out template for families of children with complex medical or developmental needs, to communicate with their child's teachers, with a focus on transitions.

2022 Proposed Program:

This subgrant focuses on expanding the training and coaching opportunities available to support program-wide implementation of the existing Pyramid Model framework in rural and frontier areas of the state. This model provides training, technical assistance, and/or coaching to early childhood programs to prevent and address challenging behavior that may result in exclusionary discipline practices (e.g. suspension and expulsion), which is a critical part of the framework. Funding awarded to this subgrant will improve teachers’ abilities and capacities to teach and support healthy social, emotional, and behavioral skills in early childhood programs. These supports are critical due to the effects of the pandemic and higher numbers of children entering school with little to no social experiences or supports.

Nevada Ready! Pre-Kindergarten (NR!PK) Expanded Eligibility Pilot Seats for Vulnerable Populations & Seat Expansion

This subgrant focuses on expanding access to the statewide Nevada Ready! Pre-Kindergarten program to vulnerable populations through an additional 205 pilot seats. The Continued Look Studies and Needs Assessment of Activity 1 will specifically analyze current qualitative and quantitative data to inform where these seats should be piloted across the state. Currently, Nevada Revised Statute 387.625 Section 1 (b) sets an income eligibility threshold at 200% of the Federal Poverty Level. This pilot was designed to expand access to the state's high-quality pre-K program for children who receive care in Family Child Care (FCC), are multilingual learners, live in rural areas, have special needs such as a disability, or are members of a tribal nation.

This pilot program will help to inform the Nevada Pathway to Universal Pre-k (being completed in Activity 1) by demonstrating the need across different families, and by providing the state important data on expansion and innovative ways to meet need. As these pilots are planned, implemented, and evaluated, the grant will continue track and record relevant metrics to support the argument for sustainable funding sources for these priority populations.

Priority Populations with High-Need: 105 seats will be dedicated to expanding the current NR!PK model and eligibility criteria for young children who are not income eligible but do demonstrate high-need in the following areas: dual or multilingual learners, rural/frontier locations, and/or special needs. These priority populations will be explored through specific Continued Look Studies in Activity 1 to establish where to implement these pilot seats first. This pilot eligibility expansion provides Nevada the opportunity to more address access issues and explore the future potential to expand current income eligibility requirements. Existing subgrantees who can demonstrate this need may apply via competitive application, and can braid these seats into their existing NR!PK program using other funding streams. We anticipate that many existing subgrantees will apply for these seats and demonstrate need far beyond the 105 seats that this part of the PDG B-5 grant will fund.

UNR Early Head Start Home Visiting Program

This subgrant expands services currently provided through evidence-based home visiting approaches that serves Washoe County's vulnerable children in transition and their families who are involved in the correctional institutions. This unique expansion opportunity will work with both the biological parent, the caregiver (often a foster family), and the child to support parent response to trauma, enriching the home environment to meet the developmental needs of the child and build positive attachments and relationships between child, parent and caregiver. The expansion will strengthen two-generational approaches critical to reduce risk associated with Adverse Childhood Experiences (ACEs) and trauma by serving an additional 50 children per year, and the caregivers/parents in their lives.

Rural Innovation & Microcenters

This subgrant will provide funding opportunities in rural areas through partnership with Family Resource Centers and Community Action Agencies that provide direct services to young children and their families. It is well-documented that Nevada's vast geographic landscape causes unique challenges in serving rural populations, who are often geographically and figuratively furthers from care with few workforce supports to provide opportunities for high-quality child care. This subgrant will provide funding opportunities for rural areas as described to develop innovative plans that approach expanding access for vulnerable children 0-5 and their families through a subgrant of $100,000 per year for five different rural organizations.

Developmentally Appropriate Practice Materials Grants

This subgrant will be implemented to increase access to developmentally appropriate materials for programs and classrooms who are expanding to additional state funded seats, including the NR!PK pilot seats described above.
